Emergency Management & Reporting Systems

In the event that an emergency or other situation precludes normal FCC operations from the main headquarters building in Washington DC, the FCC has taken measures to protect essential equipment, records, and other assets, and FCC Bureaus and Offices will continue their essential functions from an alternate facility, providing continuity of FCC’s business operations throughout any disruption.

  • FCC Employees, Contractors & Managers are asked to login to the Personal Availability Management System (PAMS) during a building or regional incident to allow FCC management to assess staff safety and availability.

  • Telecommunications Companies are asked to use the Network Outage Reporting System (NORS) to file reports of telecommunication service disruptions pursuant to Part 4 of the FCC’s rules. NORS allows companies to file Notifications, Initial Reports and Final Reports. The information on service disruptions is essential to maintain and improve the reliability and security of the telecommunications infrastructure.
